You are serving as the Operations Officer for a National Guard organization. You are developing a training schedule for the next two years. To improve civil-military relations, you want to focus on training that will improve the understanding of collaboration with civilian organizations. Use Chapter IV of the Joint Guide for Interagency Cooperation (2019), to name a current or emerging challenge facing Homeland Defense. Be specific on how the civil-military relationship is collaborative rather than competitive.
