Since it was established, DHS has worked diligently to expand its domestic and international partnerships beyond U.S. borders. International engagement and partnerships are intended to further the international aspects of homeland security. Congress established the DHS Science and Technology Directorate (S&T) International Cooperative Programs Office (ICPO) in 2007 to oversee international activities and develop partnerships with foreign governments and international organizations in support of the Homeland Security Enterprise.
